completed letter of credit
"filled" must be wrong. There is only one Google reference (Russian) for "filled letter of credit" and it doesn't make sense in English.
It could be "fulfilled" or "completed". "fulfilled" would mean "has satisfied the conditions for the letter of credit" and "completed" would simply mean that the blanks in the blank/anketa have been filled in.

: "COMPLETED" letter of credit application form, blank/anketa is "ЗАполненный". "НАполненный" has a different meaning.

: The reference gave me lots of indecipherable stuff and no English. A Google search revealed only one ref, and that was Russian.
