If you look at a previous discussion of "формировать государственное сознание" - http://www.proz.com/kudoz/russian_to_english/social_science_... you might come out with "public service-oriented people", and you might consider and reject what was my first thought here, "civic-minded individuals". But maybe here it should be more explicit.

The Misha
: All due respect, Rachel, but this is a mistranslation. Bureaucrats are not "ppl who identify w. the state" (that would be those who support Mr. P or Mr. BO). They think they ARE - and they are indeed - the state. There's a big difference btw the two.

Thanks for the comment, Misha, but I don't think "identify with the state" implies supporting a current head of state. I think it means exactly what you said: they think they themselves, their jobs and activity, are the state and their interests are its.
