Chancellor Merkel is a physicist not a chemist but this expression makes me think of the English idiom, often said about romantic couples but also about other people who work well together: they have good chemsitry."
I believe this is the thrust of Pres. Putin's comment (and for practice, non-native speakers are invited to find the other double entendre in my explanation.)
