In this context, I'm pretty sure that 'pier' is in the technical sense of 'a supporting pillar / structure' (pilier, colonne, pile, etc.), rather than the lay sense of some kind of 'embarcadère', 'jetée', 'ponton', etc. etc. Note in particualr how the source text does indeed speak of 'supports'. 'scour' here is the technical term for erosion by the water as it passes; this seems to be 'affouillement' as far as I can see.
I'm sure you've all observed this effect: when a pier or similar support stands in e.g. sand, as the water flows past it, the turbulence causes creates differential pressure, which causes the sand to wash away around the pier.
