@Phil It's the pilot of an Australian mini-series that ran in 2016. Plot: Two detectives trying to solve a brutal murder.

Here's a bit of the surrounding context (found the transcript):
"I thought you already had him.
You had him and you let him go?!
He's just a suspect for now.
Punter comes in, orders an unusual drink. You tend to remember that.
Monday night. 9pm.
Lime soda, Helles Lager.
Ring any bells? Lime soda was hot. He flirted, so I knew he was interested.
Then Helles Lager turns up.
Can you describe him?
Helles Lager?
Pumped. Dark hair. Nervous.
They weren't close.
Which made me happy, 'cause I quite fancied lime soda.
He's dead.
That's a shame. He was cute.
What about this man? Have you seen him?
Yeah, I've seen him. Not for me."

There is the Aussie expression "under the pump," but I think the asker is on the right track here: "Tiggie, 'to look pumped' in the body building/gym world means that the muscles look well defined, extended to their utmost (just like a soufflé ;))."

Makes way more sense as a reply to "Can you describe him?" than "Excited. Dark hair. Nervous."
