patrimonialism and cronyism
https://en.wikipedia.org/wiki/Cronyism
Cronyism is the practice of partiality in awarding jobs and other advantages to friends or trusted colleagues, especially in politics and between politicians and supportive organizations. For instance, this includes appointing "cronies" to positions of authority, regardless of their qualifications.

: Gilmar, wouldn't cronyism be "fisiologismo", a similar, but not identical concept to "clientelismo"? (the same Wikipedia page you mention links to "fisiologismo" in Portuguese)

I'm not sure if there's a RIGHT word in this context. I just never heard the word "clientelism" in my 40 years or so living in the States, whereas CRONYISM is widely used.
