The only information I have is from the Russian-English Science & Engineering Dictionary (Carpovich) - it says ЛХВЙЛ is colloquially one cubic cm.

The volume occupied by 1 kg of water at 4°C and 760 mm Hg pressure.

It is common to define a liter as 1000 cc. This is almost but not quite correct because 1 ml is equal to 1.000028 cc. Thus, ***liquid volume should be expressed in milliliters rather than in cubic centimeters***.
