I am pretty sure that they mean service levels - standard telecom language. Soglie sono i livelli di prestazione aka, SLA (service level agreement)

as you explain them, to me, they sound like discount levels granted to reseller/distributor based on the number of accounts/clients.
The only thing I would check with your client is define number of clients; do these discounts reset every accounting period? or once you have reached a level you just work upwards without sliding back to zero?

threshold wholesale
I think it means that instead of selling the product retail, they sell it wholesale by groups. I.e. 100 buyers = 10 euros each 85 buyers = 12 euros each.
