This is referring to contributions to the "Fondo di Solidarieta'". Companies above a certain number of employees are required to make regular contributions to a special fund which provides for layoffs, voluntary & involuntary early retirement, training and retraining.

in this example, the company accessed the fund which it had previously contributed. It is a particular Italian mechanism (although not entirely unique within Europe).

solidarity contribution

As far as I understand it, it means that all contributors pay an equal sum towards something, even though there may be unequal "dividends" (eg high risk and low risk people all paying the same insurance premium)
