So, instead of dialling, for example 01 22 33 44 55, the caller would dial 51 22 33 44 55.
I'm not too sure this system still exists, as deregulation has gone further now, and non-France Telecom operators can now supply full telco packages (i.e. including line rental, which previously only FT could supply).
