: Yes, I probably wouldn't try to be concise and would just render it as "frequency at the bottom of the potential well".

The clue is in the following sentence, where it says that they are discussing a "Raman-type" phenomenon. The "puits", or well, is the potential well of the chemical bond, and the bottom of the well corresponds to the equilibrium length of the chemical bond (actually, you can never get to the bottom of the well because of something called zero-point energy, but I digress)
