French term

délivrance (par le service de garde)

French to English Medical Medical: Dentistry soins dentaires
This is from a list of dental care services which wll and will not be covered by health insurance. I am not quite sure what "délivrance par le service de garde" means-does it refer specifically to the removing of a tooth by on-call staff or service supplied in general?
Here is the full sentence.

Sauf en cas de **délivrance par le service de garde** ou d'urgence officiel....les soins ne sont pas opposables à l'assurance maladie".

As usual, many thanks in advance for your suggestions.

In this case it means "delivering" care as in giving care.
