fragmented political structure

a very good word if I do say so myself.
Specific to political situations in history
Peer comment(s):

shattered

It depends on the context, but that is the translation that works the best for a political structure; here, though, in a bigger context, are they speaking about the political structure as being actively shattered BY something or someone, or just that it's not very structured in general according to norms outside of the clans?
Peer comment(s):

neutral Jane Lamb-Ruiz (X) : that would be brisé in French..eclatee means separated into smaller groups..shattered means badly damaged, IMO

scattered, splintered

autres possibilités
Peer comment(s):

agree emiledgar : Depending on the context - scattered if it's the nature of the political organization, splintered if it is because of outside forces agressing against it.
