Cette méthode de proratisation est appliquée systématiquement pour la facturation Cycle et Hors cycle (entrant, résilié, etc..) et fonctionne aussi dans le cas d'une facturation au fil de l'eau.

I don't understand what it meant by "fil de l'eau" in this sentence. Thanks in advance!

Unsure about "streamlined" I'm not convinced about using "streamlined" in this sentence. For me, streamlined suggests an smooth, effective production process. I think ad-hoc makes more sense in this context. Can anyone help further?
