Can you omit tags if you omit formatted source text in the target text?

Hi. I was proofreading a text in Wordfast the other day. I noticed that the translator had converted square meters into square feet. Since they didn't use the 2 superscript, they omitted the two tags enclosing the 2 superscript. Is this the proper way to do it? What happens to the text if you omit these tags. What happens if you include these tags in some random part of the target text?
