Revisiting this to thank Helen, I'll note: The 'sugbil' refers to an interesting machine as pictured and the conveniently videoed here (https://www.delete.se/tjanster/bygg-och-industrisanering/vak... which would be used in this context to remove the sand or gravel covering the cables described. These permits their removal and 'omläggning' whole for reuse in likely different trenches. And this has nothing to do with 'extracting' from the cable jackets.
