Tada sakyčiau "e-ticket vending and reading machine" arba "e-ticket vendor/reader" gal net, nes reikia sujungti (aprašyti) paprastai 2 aparatų atliekamas funkcijas. Užsienyje paprastai 3-in-1 aparatų nebūna, arba bent jau aš tikrai niekur nemačiau.

It would be called punch, punching machine or validator, to distinguish it from systems where the ticket itself is completely digital (no paper form at all). However note, “validator” seems to be used often specifically in the context of smart-card-based ticketing.

Discussion
Ticket READERS are also ecountered (1) in ticket vending machines (the buyer can verify his/her existing card/ticket for how many rides are left on it); (2) in handheld devices used by ticket inspectors - in neither of these two the ride validation happens, the ticket is only checked. Validation basically means subtraction of one ride from the electronic ticket.
