Disagree - seems pretty straightforward to me. Of course knowing the context is always helpful, but I don't agree that "knowing the context would be indispensable" on this occasion. It is pretty clear what „įsigyti prekių nepermokant“ means. A good translation (accurate without taking many liberties) is "to get merchandise [goods] without paying too much".
