"Public Institute of Health Resort Research".

"Studies" sounds pretty much on the academic side (studying? students?), while this centre or institute could be more business-oriented, gathering statistics, etc. Therefore, "research" (tyrimai) seems more suitable, and doesn't exclude some academic element in it.

I would recommend omitting "treatment" (after "resort") because it's obvious and English loves short wording in the names of organisations.

Of course, you can also use "centre" if "institute" seems too big.
