Yes, it's similar or sometimes even part of the same process, but...

"Rising" is more often used about the dough BEFORE it is put in an oven or pan.

Moreover, rising is usually understood to refer to leavened doughs (with a raising agent, such as yeast or baking soda [Irish bread]). Puri is made of unleavened dough.

About deep-frying, it would be confusing to say that "puri rise" because they also rise up and float in the oil. The increase in volume is more precisely described as "puffing up".

The cook says, "they puff up", at 4:33 in this video.

I suppose they mean that the dough rises, increasing in volume whilst baking.

Puri (poori) is an Indian bread that is very light and airy.
The pieces are supposed to puff up.
Technically, they are deep-fried, but since it is a type of pastry you would refer to the final product as “baked”.
