The above expression is used in a legal document / contract about the product, but if the term is to be used on the packet / label then it should be 'full safety guaranteed for consumers'.

: "Hold harmless" means that one party agrees not to hold the other responsible for certain acts or under certain circumstances. I don't see the connection.
