A quick Google shows that this is not a standard term, but invented by your author:

"Affitti precari" would normally be used by a sociologist (lavori precari) for something like a rogue landlord tenancy, but this would not seem to be the case.

As for "malis" un presito "in malis", is a non performing loan, a loan where the borrower is not making the repayments. Applying the same term to rent, you get "in arrears" which obviously includes the concept of "precarious", however I have put "doubtful" as in "doubtful debt", another standard accounting term.
