This appears at the top of a military discharge form/certificate. The words in brackets are unclear, but it is one of them.

@ Phil I think this certificate covers both because it has options to be crossed out, and mainly focuses on permanent discharge or restricted leave. I found "compemere" to be the Italian version of a statutory harbour authority.

I think its probably a reference to the fact that demobilised soldiers had to be ready in the event they were needed.

If we assume it means discharge, could it be "smobilitazione"? I still don't understand the sentence as a whole, but I don't see why they'd be mentioning mobilisation.

congedo is generally discharge in this context, i.e. demob.

I'm not clear whether this is a discharge certificate or a certificate of leave, which are two very different things. "Congedo" can mean either.
You can just do a literal translation and be done with it, as Isabelle has, but it would be nice to know what the whole thing means.
"Compemere" doesn't make sense.
