"Apparecchiature varie, materiali e biblioteche"
This is an item in a list of types of armament. The only thing I can think of is software libraries, but I'm not convinced. The mind boggles: phew that bookshop missed us by a whisker!
The term comes from this law.

La legge n. 185 del 9 luglio 1990 opera una classificazione dei materiali considerati d’armamento suddividendoli i 13 categorie che debbono costituire il necessario riferimento per la predisposizione dell’elenco dettagliato curato dal Ministero della Difesa.

13. Equipaggiamenti speciali appositamente costruiti per uso militare

Trattasi di una voce residuale nella quale vanno compresi tutti quei sistemi d’arma e quei materiali predisposti per specifici usi militari che non trovano collocazione nelle categorie precedenti. In essa vanno inclusi i prodotti di cui alle categorie 12 (sistemi d’arma ad energia cinetica ad alta velocità e relative apparecchiature), 17 (apparecchiature varie, materiali e *****“biblioteche”****** e loro componenti appositamente progettati), 19 (sistemi d’arma ad energia diretta, apparecchiature associate o di contromisura e modelli di collaudo e loro componenti appositamente progettati) e

per essere più precisi nel Decreto del Ministero Difesa alla categoria 17 punto f c'è la scritta:
f. 'biblioteche' (parametric technical databases)
Ma il documento della Comunità Europea (che allego) nel quale si recepisce la lista delle armi riporta alla categoria 17:
17. Miscellaneous equipment, materials and libraries, as follows, and specially designed components therefor:
Per cui mi sembra che la versione FONTE originale in inglese sia : LIBRARIES.

Hi James. Since I do a lot of military stuff, albeit mostly as a consultant and sometimes interpreter – not translator, I was curious about the term; and both "libraries" and even "manual libraries" didn't sound quite right (to me...). So I asked one of the very top brass here in Rome. Here is his reply:

di seguito trovi la traduzione esatta di "Biblioteche" = parametric technical databases.
Accludo anche il Dcreto Ministero Difesa che riporta alla categoria 17 la dicitura in italiano ed in inglese. Inoltre molti altri termini in inglese possono essere reperiti nel documento in inglese attinente alla legge da tradurre che accludo.

I know it's literal Jim and probably not at all what you were expecting as an answer but I've come across several Eu docs that use this term:

the list;

hate to state the bleedin' obvious, Jim, but...
The passage does mention "una voce residuale nella quale vanno compresi tutti quei sistemi d’arma e quei materiali predisposti per specifici usi militari che non trovano collocazione nelle categorie precedenti", so we're not necessarily talking weaponry here, just equipment used by the military, and in fact, the biblioteche are grouped with "apparecchiature varie, materiali", which could be anything, and not necessarily anything life-threatening...
They're probably just books on horrendous weapons rather than the weapons themselves...

and I know it talks about "materiali considerati d’armamento", but the term seems to be used VERY all-inclusively here to cover anything that may be useful for militray purposes. Books on military strategy, arms, etc would all come under that heading

Ahem, yes obviously, or rather probably, like software libaries, which can be quite lethal when connected to the right missile. What I need is a military expert, who knows the difference between a glossy magazine and one with fifty rounds, if you see what I mean. Where is Gian? By the way, manuals would seem more appropriate, the military do everything according to the manual.
