I'm very familiar with the phrase and the VAT law. It means either running a company (impresa) or being a self employed profesional included in a list specified of professionals, which might include singers (arte) actors (arte) lawyers (professione) translators (professione), but not a craft (artigiani, not in the list, plumbers electricians, etc.)
