Al fine di limitare i rischi di insussistenza o cessazione della protezione sono previste specifiche tutele, quali: il *reintegro della garanzia* in presenza di una diminuzione del valore iniziale dei beni e l’estensione del pegno sulle somme rivenienti dal rimborso degli strumenti finanziari.

From the context this would seem to be a "garanzia reale" or in other words a pledge (pegno) of something as collateral. It seems to be saying that if the value of the collateral has fallen (maybe shares whose price has dropped) then the pledge can be extended to include sums from the liquidation, (sale or redemption) of other financial instruments.
