The use of "quali" in this sentence is causing confusion. Error or appropriate?

"Nel corso del 2006 i partecipanti ai corsi e ad altre iniziative di formazione quali borse di studio e assegni di ricerca sono stati circa 300, per un totale complessivo di più di 1.100 ore di corso erogate."

I've worked this out: "During 2006, the participants in the courses and other training initiatives [?] scholarships and grants were approximately 300, providing a comprehensive total of more than 1,100 course hours."

I guess it's introducing a subordinate clause, but how? Grazie!
