As for parco commerciale it is a retail park (or retail & leisure park) - see below :

The 13,240 sq m retail park is laid out in an arc-shape divided into nine flexible retail units and one restaurant. The units range in size from 110 sq m to 4,100 sq m (average unit size 880 sq m).

Only the second retail park to be developed in Italy the scheme adjoins a 10,000 sq m Castorama unit (owner occupied) and has 1,470 car parking spaces, a ratio of 1:16 sq m.

The scheme serves a wealthy residential population of approximately 700,000 people surrounding Bologna, a city which is ranked at the top of Italian cities in terms of GDP per capita.

Current tenants include:
Expert, Scarpe & Scarpe, Longoni, Stefan and Inverso.

Location
Parco Commerciale, Navile is located directly off the Bologna ring road, 5 km northwest of the city centre and near to the airport. It benefits from excellent accessibility as it is located directly off the exit of the A14 and is clearly visible from both carriageways.

Planning
The scheme has a variety of planning consents which are largely in line with a UK open A1 planning consent.

territorial agreement (or pact) for the hill

"parco commerciale" probably means industrial area or light industries park, shopping centre is usually "centro commerciale"

Per quanto riguarda il parco commerciale questa è la definizione :
"Parco commerciale- Insediamento extraurbano che raggruppa alcuni punti di vendita in prossimità di un nodo di traffico veicolare di grande scorrimento. Non si configura con uno schema planimetrico in linnea e, per questo, differisce dallo strip center, ma è anch’esso una tipologia di vendita che condiziona fortemente il territorio. La complementarità tra le offerte commerciali è la sommatoria delle scelte attuate dallo sviluppo di ogni singola insegna presente.
