As noted in discussion and in ref. below, "dottore" does not mean a doctorate in this case. The nearest equivalent is B.Eng. (Bachelor of Engineering) from the Europe-wide equivalence of degree programme
Following the introduction of the Bologna process, universities divide higher-education studies in three cycles, corresponding to a 3-year bachelor's degree, a 2-year master's degree, and a doctoral degree.
In Italy until 2001 there was two degree: 3 years long "diploma in ingegneria" (BEng level, title abbrev. "dipl. ing.") and 5 years long "laurea in ingegneria" (MEng level, title abbrev. "ing."). Whole idea here is to find some sort of equivalent degree in (presumeably since asker from there) US English. The original question was about "dottore" which means he's a graduate (see ref above), so I suggested B. Eng. or, later, B. Sc. i.e. nothing to do with "professional/experienced". Equivalence/equal validity is very tricky issue in degrees.

: to have a B.Eng he would need the "equipollenza"./recognition of his Italian degree as a B.Eng from an English speaking university. Has to fill in the form, make the request etc. It's on wikipedia, I think.

which is?//Oh, I thought you were going to suggest another equivalence. I already posted the wiki ref. I'm only suggesting this as equivalent level to the Italian, not awarding him a B.Eng. or B.Sc degree!

Dottore Inginere = il titolo, Una persona laureata in Italia si chiama Dottore,..a prescindere del tipo di laurea che ha.
Quindi Dottore inginere si può tradure semplicemente Engineer (inginiere) messi insieme vuol dire laureato in ingineria ( il titolo proffessionale)
io per essempio ho una laurea in giurisprudenza, ma spesso vengo chiamata dottoressa ,. non avvocato per essempio.

Discussion
Since the translation of academic titles is not my forte (I'm always worried about non-equivalences and the tendency of many Italians with a simple degree to boast non-existing or higher titles), I'm not submitting a translation, but just offering some food for thought. :)
