against cash outflows

The comparison must be made with cash inflows, therefore "against" and not "and".

/as/ set against outgoings

> juxtaposing one figure with the other : registrate entrate > recorded incomings > per contributi pari a circa euro 70 ML, a fronte di uscite monetarie per circa euro 66 ML.

Routinely, cash or money is understood for the BrE definition of outgoings as a plural noun and doesn't equate only with 'spese'.

Example sentence:

We've many outgoings, liquidity desirable for many eventualities. Ma abbiamo molte uscite, liquidità auspicabile per molte eventualità.

Your outgoings are the regular amounts of money which you have to spend every week or every month, for example in order to pay your rent or bills. [British].
