anyone has any idea why there are so many numbers in this paragraph?? What is Laebaran Negara means? I think Laebaran is not the correct spelling, the word is fussy. Is this old Indonesian language/spelling?

These are laws from the colonial times which are still, or until recently have been, valid. They are the laws which prescribe how the Register of Births is to be maintained.
