Just a thought, but is it possible that pengulangan is misspelt and is meant to be pengurangan? If so, batas maksimum pengurangan could be referring to maximum deduction limit. I am also curious as to why the source term is 'usia pengulangan' but the example is for batas maksiumum pengulangan'.
