three birth certificates are available in indonesia:
1. The common/normal birth certificate: certificate issued based on the birth report declared at least 60 days after the birth
2. dispensation birth certificate: certificate issued for those born before and up to 31 Desember 1985 - or around this period of time.
3. Special birth certificate: It is made certificate issued for those born after 1985 - or around this period of time.

: For the title, I would simply call it a Birth Certificate because the dispensation is only a dispensation against the requirement to regsister births within a certain time. Note that the time limit, is __within__ 60 days (or 10 days for foreignors).
