Malay and Indonesian Concurring all fellow colleagues there is no ganggar word in Indonesian. Otherwise, it appeared in Malay document as you may follow here http://www.akademisains.gov.my/download/estidotmy/2006/Edisi... (could be traced by google under entry "ganggar perbelanjaan"). No "ganggar" in Indonesian and it's for sure.

Google hits on 'mengganggarkan dana' I don't think 'mengganggarkan' is a typo; it seems to have entered the lexicon. There are 6,350 Google hits on it! Perhaps it is a media-invented permutation on 'menganggarkan'; at any rate, it seems to be equivalent to 'menganggarkan'.

I don't think it has mutated (yet). it is suppose to be anggar.. maybe a typo.

'anggar' vs 'ganggar' This appears to be one of those cases where the root form has mutated; 'anggar' -> 'ganggar' -> mengganggarkan.

agree Alex ST : Budget itself already contained 'dana', i.e. plan for allocating resources: a plan specifying how resources, especially time or money, will be allocated or spent during a particular period (budget definition)

'menganggarkan' is quite commonly used. It can mean one of these:

a=allocate fund in the official budget
b=divide budget into expense items.

Budget is usually high level, e.g. "expenses for personnel". Further breakdown is usually the user authority, in this case TNI. So, the institution may divide the above expenses into salaries, allowances, training programs, annual gatherings, etc.
