It looks like Eniko was in fact correct. I just googled "subsidized-interest loan"(i.e. with a hyphen between "subsidized" and "interest") and got plenty of exact hits. Vote for Eniko!

: my preference: loan with supplementary interest subsidy (this loan is subsidised only indirectly: the bank gets extra money for keeping the rate low)
