It is placing the data packet in an envelope (with header, etc. information) and sending it to the next stop. Sometimes the packet has to change network protocols (i.e. from Ethernet to ATM9, so at the next stop another envelope is placed on the already enveloped packet (this envelope is removed when the packet leaves that protocol (ATM in this example).
