Charges are usually paid quarterly and in advance that is why they call them 'provision'. It is only at the end of the year that they can balance expenses against amount paid in and then either reimburse or claim for more.

Being bombarded with such bills myself, I think what's being called for is the 1st payment on account of service charges - usually due quarterly or half-yearly in most countries.
