electrical lockouts

i.e. devices have been put on the electrical controls, previously put in the OFF position, so that people cannot inadvertently turn them on.

Consignation in fact covers both lock-out (with locks, etc. as the name implies) and tag-out, when labels, warning signs, or covers are put on the controls (switches, valves, etc.) to warn people that maintenance is in progress and things should not be turned on.

Since 1990, there have been at least 75 fatal and 1,850 non-fatal accidents in the mining industry which were classified by MSHA as "Electrical." Many of these could have been prevented if the circuits would have been locked, grounded, and tagged prior to any maintenance work being performed
