I think this must be something in the line of office supplies but cannot find out what itis in French.

Maybe they mean what my office supplies vendor (Viking) calls "relieurs d'archives", those U-shaped bits of flexible metal (or plastic, these days) you poke through the two punch holes in a series of pages, then insert through a twice-perforated bar with little latch thingies, and bend the ends of the U over and secure them beneath the latches.
