This term appears on an adoption certificate. This is one of the persons witnessing the drawing up of the adoption certificate in the office of vital statistics. I know that "Officier de l'Etat Civil" is "Registrar". Do you think that "agent..." could be translated as "clerk"? Or are there any other ideas?
