compulsory (= court-supervised) debt clearance scheme
Collective means court-supervised, so compulsory =as opposed to voluntary as precipitated by the co. creditors, the judgment debtor himself or the company itself.
Also scheme would be more usual in the UK than process or procedure for the discharge of liabilities, whilst arrangement dsometimes refers to a private, out-of-course scenario, such as an IVA - individ. vol. arrangement and CVA - company voluntary arrangement.
This is the superordinate (= general-variety) term: see fr.wikipedia.org/wiki/Procédure_collective for the types of arranegement going, so no need at this stage to get into the various types of UK comp- vs- vol- winding-up and the US Chapter 11 etc. Bankruptcy
