You can say additional or supplementary benefits. In your context, it is additional benefits due to birth. We are talking of benefits which the family gets due to the birth of a baby. You can also use the word additional rights (but that would be legalese).

supplementary rights given by birthright

Suggestion. In France we have social security right by birthright. But we still need a health insurance if we want to be 100 % refund in some cases (like Dentistry...).
