context The text is actually not very clear, and this quote just appears as if from nowhere. I think it is because the artists makes paintings which look a bit "childish" because of the bright colours, and the references to things which were popular in her childhood (like toys).
I guess she did not have fun in her childhood or teenage years, and has fun now, as an adult.

Given the context you provide, I think a tweak on your own suggestion would work.

I think you need the 'somewhat' (or 'a little', 'a bit' ...) to convey the 'un peu' in the original, but the use of the term 'belated' is correct.

The phrase doesn't only refer to puberty. It can also refer to intellectual, social, academic, emotional and artistic development. Hence living out your childhood and adolescence later than others.
