"Spouse" correspond à la période (back to the 70ies), when marriage was the sole possible legal link between human beings.
Today, "partner" includes the recent PACS, and all possible situations of "vie maritale".
In a legal text from the 1970s, I think conjoint should be translated as "spouse". But a legal document of today (and such is the case), I would definitely translate it as "partner".
Quant à la retraite de base, il s'agit en fait de la pension (la somme versée) - et on peut s'aligner sur les traductions proposées pour "salaire de base".
