I think it probably just means the sails cf. Littré entry. The 'roue' simply being the 4 sails.

Yes, I know that the usual term for this is 'volant' — but I suspect here it is in fact referring to the large horizontal main gearwheel that also acts as something of a 'flywheel'.
The problem with a windmill is that you only have one vertical drive-shaft, which is fine if all you want to do is drive single pair of millstones; but if you want to drive two pairs, you have to find a way of splitting off the drive, and I believe they sometimes used to use a great overhead gear wheel attached to the main vertical shaft, which would then drive ancillary equipment from its periphery.
