Another expression that I just can't find a neat equivalent for: "La création de la filière culturelle territoriale en 1991 a modifié le bassin de mobilité des personnels de bibliothèques en réunissant les bibliothèques départementales avec les bibliothèques municipales et intercommunales et en les séparant de l’État."
I've put "reduced their workplace mobility" for the moment, but I'm not sure that's really it. Any pointers gratefully accepted.

(changed the) configuration of mobility (for library staff)
I think this is what it means. It doesn't necessarily mean they have less mobility but that it is different, because the libraries have a new type of interconnected structure.

(reduced) the pool of options..
this is just an attempt.. it could be pool of working options / the options available to them in terms of mobility/workplace/moving around..

(changed/reduced) the scope of the staff's mobility
with "bassin" being the size of the network served.

area within which they are expected to travel to work
I take it they are referring to the area within which librarians are expected to travel to their place of work under the new system.
I'd steer clear of mobility which makes it sound as if they are all in wheelchairs.
Of course it might also mean that by now coming under a single "employer", they have less option for "career change/promotion" by moving to another job under a different authority. If so you'll need a different translation.

: My original thought before I succumbed to "mobility" - they reduced the need to travel as far with the library reorganization.

Interesting that the website in my ref has English definitions for the majority of terms used, but not for "bassin de mobilité."
