Actually they probably mean hôtels de passe and chambres de passe. One of my neighbours does bed-and-breakfast and from time to time has requests for a room just for the afternoon. So if these chambres are not in hotels, I guess they need another name.

What country is this about? I'm surprised there is no mention of brothels, maybe because it's a country where allegedly brothels don't exist?
