Sorry, I typed in the wrong term!! Here goes again... I need the precise equivalent for this phrase if there is one, or as close as possible.
A man has applied for a transfer away from his current place of work (the original does not say what it is, though). All I know is that it is an "agence" in a country in the Maghreb. His application has been made to an authority separate from his place of work, but it has been turned down. The sentence is as follows:
"Votre demande... a été rejetée et ce vu le fort besoin de l'agence de votre exercice en tant que chargé d'études (1er degré)."
I have already found "chargé d'études" in the glossary but it's the "1er degré" which I'm having difficulty with. Any help would be much appreciated.

I guess it implies ranking in government.

: I would go with 1st degree - since this is his own job (the person reading the letter, "votre demande") he will probably know what it means.
