I've been a commercial and residential tenant in the UK and Australia and have received invoices for service charges relating to my shared occupancy of a particular building. A quick internet search (some examples attached) shows this to be common property parlance.
If you're looking for something more formal for document purposes, you could alternatively use 'demand for payment of service charges'. This would be consistent with UK tenancy legislation.
