This is in a report on climate change. I think I know roughly what it means, based on the context and on research I've been doing. It seems to mean an article or piece of writing which assesses or describes the current situation or status, rather than quantifying or identifying future issues/problems/impacts. However, I don't know what this sort of article would be called in English.

"Cependant, pour la majorité des pathologies, l’impact même du climat actuel, en dehors de tout changement climatique, n’est pas connu. Il est donc très difficile de quantifier les impacts liés au changement climatique.
